At today’s Town Board Work Session, Principal Building Inspector Richard Normoyle, Jr. presented a comprehensive update on the Building Department’s current operations, immediate goals, and long-term plans for improvement. The presentation outlined steps that are already underway to make the department more efficient, and responsive to residents, contractors, and builders.
Rich joined the Town at the end of September and has spent his first weeks assessing the department’s processes and identifying opportunities to improve service delivery. The Building Department is responsible for reviewing and approving all construction in East Hampton, issuing building permits and certificates of occupancy, conducting property inspections, and providing title and property research for applicants and the public.
In his presentation, Rich reported that several staffing changes are already in progress. One new and one additional building inspector, two new building plans examiners have been hired. A front office assistant is also being added to the team. The plans examiners will focus on reviewing applications for code compliance, which will allow building inspectors to devote more time to field inspections. The front office assistant will handle questions from residents and applicants directly, helping to improve customer service while allowing other staff to concentrate on their assigned duties.
Rich also described the department’s efforts to strengthen internal organization and expand training. New staff will receive both state code certification and hands-on field instruction. Within the department, clearer categorization of permit applications will help reduce review times. Simple applications, such as those for pools, solar panels, sheds, and decks, will be prioritized for quicker processing.
Technology and workflow improvements are also central to the department’s plan. The OpenGov online permitting system has replaced paper applications, creating a more accessible and transparent process for applicants and staff. The transition has required refinements to ensure that submissions are properly categorized and processed. Staff are currently receiving additional training to strengthen their use of both OpenGov and the digital plan review system.
A dedicated email address, OpenGovBuilding@EHamptonNY.gov, has been established to gather feedback and suggestions from the community on ways to improve the system.
Rich concluded that the combination of new staffing, expanded training, technology updates, and better internal organization will help the department significantly reduce review times and improve service for the community.
