
The East Hampton Town Board has approved the appointment of three professionals to leadership positions that will strengthen essential Town services and serve the needs of the community. The appointments include: Mark Morgan-Pérez as Director of Housing, Richard Normoyle, Jr. as Principal Building Inspector, and Christie Kinney as Deputy Tax Receiver.
- Mark Morgan-Pérez – Director of Housing
Mr. Morgan-Pérez has been appointed Director of Housing, bringing more than a decade of experience in affordable housing development, finance, and policy. He previously served as a Project Manager in the New Construction Finance division at the New York City Department of Housing Preservation and Development, overseeing projects from predevelopment through construction. He also managed real estate and construction projects with Habitat for Humanity NYC and provided consulting services to nonprofit housing organizations in the Bronx. In Hudson, New York, he played a central role in shaping housing and economic development policy, serving on the Planning Board and the Board of Directors of the Hudson Development Corporation. Most recently, he founded Argent Partners LLC, advising on development policy and managing rehabilitation projects. Mr. Morgan- Pérez began on September 8, 2025.
- Richard Normoyle, Jr. – Principal Building Inspector
Mr. Normoyle has been appointed Principal Building Inspector and will lead the Town’s Building Department. With more than 30 years of experience in municipal code enforcement and construction inspection, he has served as Plans Examiner for the Town of Babylon and previously held leadership roles in special inspection and engineering oversight in both the public and private sectors. His wide-ranging certifications and knowledge of building codes will guide the department in maintaining safety, compliance, and efficiency. Mr. Normoyle is scheduled to start on September 29, 2025.
- Christie Kinney – Deputy Tax Receiver
Ms. Kinney has been appointed Deputy Tax Receiver, assisting in the management of property tax collection and related services. She brings more than 25 years of experience in financial services and client relations, including senior leadership roles in investor relations and client services at Tuatara Capital, L.P. and Solus Alternative Asset Management, where she managed relationships with institutional and high-net-worth clients. Her career also includes positions with Merrill Lynch Investment Managers and Bankers Trust, as well as early experience in portfolio administration at Jennison Associates. With a strong background in financial operations, regulatory compliance, and customer service, Ms. Kinney is well prepared to serve East Hampton taxpayers with accuracy and professionalism. Ms. Kinney is scheduled to start on September 29, 2025.
In addition, the Town has appointed Joseph Berti as a Building Plans Examiner in the Building Department. An East Hampton resident, he earned his bachelor’s degree in Homeland Security and Emergency Preparedness from the University at Albany. His local work experience includes assisting with residential construction through R. Berti Construction Inc. and interning with the East Hampton Marine Patrol. In his new role, he will be responsible for reviewing building applications for compliance with New York State and Town codes, coordinating with applicants, and supporting the permit approval process. Mr. Berti is scheduled to start on September 15, 2025.
Supervisor Kathee Burke-Gonzalez said, “These appointments are about strengthening the services that touch people’s lives every day. From creating more housing opportunities for hard working families, young folks and seniors, to ensuring construction is safe and permits are processed swiftly, and tax services are carried out with care, each of these professionals will help us serve our community with the reliability and compassion East Hampton residents deserve.”
