East Hampton Town Launches $1 Million ADU Construction Assistance Pilot Program • East Hampton Town, NY



The Town of East Hampton today launched its 2026 Accessory Dwelling Unit Construction Assistance Pilot Program (ADU CAP), making $1 million from the Community Housing Fund available to help eligible homeowners create affordable accessory dwelling units on residential properties. Applications are open now and will be accepted through August 21, 2026.

The pilot program will provide up to ten no-interest, deferred-payment construction assistance loans of as much as $100,000 each. The loans will have no monthly payments and will be repaid when the property is sold, or earlier if the owner chooses. Each loan will be secured by a lien in favor of the Town of East Hampton Community Housing Fund.

“This is a practical way to create more year-round housing using the homes and properties we already have,” said Town Supervisor Kathee Burke-Gonzalez. “The Community Housing Fund was created to meet the housing needs of this community, and this program puts those dollars directly to work for local people.”

Councilmember Ian Calder-Piedmonte, who sponsored this legislation, said the pilot program gives homeowners a way to help address one of the Town’s most pressing needs.

“There are homeowners who want to be part of the solution, but the upfront cost of construction can be a real barrier,” Calder-Piedmonte said. “This program helps remove that barrier while making sure the new units are affordable, and available for year-round occupancy.”

The program may be used to help construct an attached or detached accessory dwelling unit that meets Town Code requirements. Attached units must be at least 300 square feet and may be up to 50 percent of the gross floor area of the home, with a maximum of 1,200 square feet. Detached units must be at least 300 square feet and may be up to 600 square feet.

To be eligible, property owners must own a residential property within the Town of East Hampton, live in that residence as their primary residence, meet program income requirements, and have a property that qualifies under Town Code for the addition of an affordable accessory apartment. Properties must contain a minimum lot area of 15,000 square feet and may not be located within the Harbor Protection Overlay or Affordable Housing Overlay zoning districts.

Units created through the program must be rented year-round to eligible tenants at affordable rents. Eligible tenants may include current East Hampton residents, former East Hampton residents who have lived in Town within the past five years, people who work in the Town of East Hampton, and family members of the property owner or spouse. Tenants must also meet income eligibility requirements.

Completed applications may be submitted by mail to the Town of East Hampton Office of Housing and Community Development, 159 Pantigo Road, East Hampton, NY 11937, or dropped off at the Office of Housing and Community Development, 267 Bluff Road, Amagansett, Monday through Friday, from 9:00 AM to 4:00 PM. A secure drop box is also available outside the office 24 hours a day, seven days a week.
